What heat network compliance requires
Heat network compliance in Great Britain is set by the Heat Networks (Market Framework) (Great Britain) Regulations 2025, with Ofgem as regulator under the Energy Act 2023. Every operator and supplier of a relevant heat network is in scope, whatever the size of the network or the ownership model. The authorisation conditions took effect on 27 January 2026, and existing heat networks must complete registration with Ofgem by 26 January 2027.
Meeting the conditions is not only a question of how the network is run day to day. Ofgem expects documented evidence behind each one: fair pricing and cost allocation, billing that meets the transparency requirements, a complaints procedure, a priority services register, financial resilience, and continuity of supply. Registration is the point at which that evidence has to exist rather than be intended.
